Job Description: HSE Senior Engineer (Floating Solar Project)
Project: Kadana Floating Solar
Department: Health, Safety & Environment (HSE)
Location: Project Site (Kadana) On-site
Reporting To: HSE Manager / Project Manager
Employment Type: Full-time
Role Purpose
Drive HSE excellence at the floating solar project site by implementing company HSE policies, statutory requirements, and project-specific plans. Ensure risk identification & control for marine works, electrical installations over water, construction activities, logistics, and O&M readiness aiming for Zero Harm and full compliance.
Key Responsibilities A) HSE Governance & Documentation
  • Develop and implement Project HSE Plan , Emergency Response Plan (ERP) , Environmental Management Plan (EMP) , and Waste Management Plan specific to floating solar.
  • Prepare and review HIRA/JSA , Method Statements , SOPs , Toolbox Talks , PTW (Work at Height, Hot Work, Electrical Isolation/LOTO, Confined Space if applicable, Over Water Works).
  • Maintain statutory records: induction logs, training matrix, inspection checklists, incident registers, MOC , medical fitness, PPE issue records.
  • Coordinate client/third-party audits and close NCs/CAPAs within timelines.
B) Site Risk Control Floating Solar Specific
  • Over water safety management: life jackets, rescue boat readiness, man-overboard drills, lifebuoys, throw lines, safety nets, access pontoons , anchor/mooring safety.
  • Weather and waterbody controls: wind/wave/current monitoring , lightning protection measures, restricted work during adverse conditions.
  • Electrical safety on floating arrays: IP-rated equipment checks, GFCI/RCD usage, earthing/bonding, isolation & LOTO, cable float routing , inverter/transformer area controls, DC/AC segregation.
  • Mechanical and lifting: barge/boat operations , crane/hoist/derrick checks, sling certification, lift plans , taglines, barricading.
  • Work at Height over water: certified access systems, fall-arrest, rescue plan & trained rescue team .
  • Environmental controls: fuel/chemical storage on/near water , spill kits, drip trays, spill response drills , waste segregation, water quality protection , noise & dust control at logistics points, invasive species prevention.
  • Contractor management: PPE compliance , competency checks, HSE induction & toolbox talks , monitoring subcontractor HSSE performance.
C) Inspections, Monitoring & Reporting
  • Daily site HSE walks , PTW verification, equipment & PPE inspections, emergency equipment checks ( rescue boat, first-aid, AED if available, fire extinguishers ).
  • Conduct monthly mock drills (man-overboard, fire, electrical shock, spill response) and document learnings.
  • Lead incident/near-miss investigations (5-Why/Root Cause Analysis), implement and track CAPA .
  • Maintain & publish HSE dashboards: TRIR, LTIFR, Near-Miss rate, Observations closed, Audit scores, Training hours .
  • Coordinate with QA/QC, Construction, Marine Ops, Electrical , and Client HSE teams.
D) Training & Culture
  • Deliver HSE induction , job-specific trainings (Work at Height, Electrical Safety, Over Water Safety, LOTO, Fire Safety, First Aid/CPR, Spill Response).
  • Run Safety Observation Programs , Behavior-Based Safety (BBS) initiatives, and Safety Stand-Downs during critical phases.
  • Champion 5S and Housekeeping on pontoons, walkways, laydown yards, and electrical rooms.
E) Compliance & Liaison
  • Ensure compliance with applicable national/state HSE regulations and project/client requirements.
  • Facilitate statutory inspections for lifting tools, pressure vessels (if any), DG sets, and electrical installations.
  • Interface with local authorities/emergency services as needed for ERP alignment.
Required Qualifications & Experience
  • Education: B.E./B.Tech/Diploma in Engineering with specialization in HSE/Industrial Safety (preferred).
  • Certifications: NEBOSH IGC (or equivalent), IOSH Managing Safely (plus), First Aid/CPR ; Work at Height & LOTO certifications preferred.
  • Experience: 6 10 years total HSE experience; 2 3+ years in solar (preferably floating) , marine, EPC, or power projects.
  • Knowledge: PTW systems, HIRA/JSA, incident investigation, environmental management, electrical safety, marine/over water controls.
  • Tools: MS Excel/Google Sheets for dashboards, incident tracking; familiarity with ERP/EHS software preferred.
Skills & Competencies
  • Strong risk assessment and incident investigation capability.
  • Proactive communicator with contractor management skills.
  • Ability to lead drills , conduct trainings, and influence safety culture.
  • Analytical reporting, attention to detail, and on-the-ground presence.
