Job Description

Job Purpose: The Manager HSE plays a critical role in promoting and ensuring the highest standards of health, safety, and environmental compliance on-site. The HSE Manager safeguards the well-being of all employees and the surrounding environment by embedding robust HSE systems, conducting rigorous training and audits, and maintaining continuous dialogue with all site personnel and subcontractors.


Key Responsibilities:

1. Implementation of HSE Standards:

  • Develop and implement tailored HSE management systems for project-specific needs.
  • Maintain and apply knowledge of current policies, regulations, and industrial processes.
  • Embed HSE systems and perform continuous behavioural audits to uphold safety standards.
  • Using relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards.

2. Employee Orientation and Training:

  • Lead comprehensive job-site orientation for new employees, covering safety culture, hazards, and emergency procedures.
  • Conduct safety training or education programs and demonstrate the use of safety equipment.
  • Document employee participation and issue identification badges upon completion.
  • Facilitate site personnel training and ensure subcontractors meet HSE training requirements.

3. Safety Planning and Compliance:

  • Conduct pre-planning safety meetings with subcontractor representatives to establish safety procedures.
  • Support and document subcontractor toolbox talks focusing on job-specific hazards and safety measures.
  • Review and oversee subcontractor safety programs to ensure compliance with project standards.
  • Maintain liaisons with outside organizations, such as fire departments, mutual aid societies, and rescue teams, so that emergency responses can be facilitated.

1. Audits, Inspections, and Incident Management:

  • Perform regular audits and weekly job-site safety inspections to identify violations, implement corrective actions, and maintain comprehensive safety records.
  • Investigate workplace incidents to identify root causes and develop preventive measures.
  • Analyze incident data to identify trends in injuries, illnesses, accidents, or other hazards.
  • Generate detailed reports and conduct monthly safety overview meetings to share findings and improvement strategies.

2. Collaboration and Communication:

  • Engage and influence workplace safety awareness through open communication and feedback sessions.
  • Facilitate regular team discussions and maintain a log of safety meetings and action items.

3. Team management and leadership:

  • Set clear expectations, roles, and SMART goals, while tracking progress and addressing issues to drive accountability and improvement.
  • Provide training, feedback, and career development opportunities, fostering open communication and teamwork within the team.

Conduct performance reviews, align individual goals with organizational priorities, and collaborate with L&D to offer growth opportunities.


Knowledge & Experience:

  • 12 15 years plus experience in Health, Safety, and Environment and Fire Services in the hydrocarbon processing plant, of which six years should be in a supervisory capacity.
  • Working knowledge in Health, Safety, and Environment Management Systems, Environmental Discharges, Incident Command Systems, Incident Investigation HSE Auditing Techniques, HEMP, etc.
  • Bachelors degree in science/engineering or equivalent with additional professional qualifications in HSE and Fire & Safety Management Systems.
  • Certification in Health, Safety, and Environmental Management from a recognized institute.
  • Expertise in HSE management systems (e.g., ISO 45001, ISO 14001) and auditing techniques.
  • Proficient in incident investigation, risk assessment methodologies (e.g., HEMP, HAZOP), and emergency response planning.
  • Strong knowledge of environmental discharge monitoring and compliance with safety regulations (e.g., OSHA, NFPA).
