Core Job Responsibilities

• Design the data architecture on our engagements. Which warehouse or lakehouse pattern, how the model layer is structured, how government data gets in and gets reconciled. You will rarely start from a blank page. Most institutions already have infrastructure, a procurement rulebook and a schema someone chose eight years ago, and your design has to survive all three.
• Decide what gets measured before anything ships. Baselines, indicators, and performance reported by subgroup rather than as one headline number.
• Watch systems once they are live. Drift, override rates, users abandoning the tool. Raise it with the programme lead before the client raises it with you.
• Build the dashboards officials open on their own. If a counterpart is not using it in their own review meeting three months later, it did not work.
• Keep the data trustworthy and the paperwork honest: validation, reconciliation against government systems, access control, privacy and consent handling, and lineage records that hold up in an audit.
• Write the briefs. Two pages a senior official can act on when you are not there to explain them.
• Turn what you learn into reference architectures and indicator definitions the next engagement can start from.
• Mentor the analysts and set the standard they work to.

Qualifications and Competencies

• 10+ years in data engineering, analytics or programme measurement. At least three of those working with a ministry, state department or national programme.
• Enough architecture depth to choose between warehouse and lakehouse patterns, specify the design, and tell when a vendor is selling you something expensive. You do not have to have built one single-handed.
• SQL and Python at production standard. One cloud data platform you have owned end to end, plus orchestration and transformation tooling.
• An indicator framework you designed that a government adopted. Proposed does not count.
• You can sit in front of senior decision-makers and defend a number when they push back.

Also useful, though we will not screen on it:

• A warehouse or lakehouse you designed or led the build of that went into production.
• Monitoring machine learning systems once they are running.
• More than one sector behind you.
• Consent, privacy and data protection practice for public data in India.
• Reporting into multilateral or development finance institution requirements.

Additional Requirements

• This position requires successful completion of a reference check and employment verification.
• The successful candidate must not be subject to employment restrictions from a former employer, such as a non-compete, that would prevent performance of the responsibilities described.
• Candidates must declare any current or recent engagement with a government, multilateral or development finance institution that could present a conflict of interest.
