Position Summary

The HSE Officer/HSE Engineer will be responsible for implementing and monitoring Environment, Health & Safety (EHS) systems during the construction phase of renewable energy projects. The role requires strong practical experience in construction safety, electrical safety, contractor management, lifting operations, work at height, statutory compliance, and incident prevention.

The candidate will work closely with Project Management, EPC contractors, client representatives, and subcontractors to ensure safe execution of all site activities in accordance with legal, client, and company requirements.

Key Roles & Responsibilities

1. EHS Management & Statutory Compliance

  • Implement and maintain the Site EHS Management System.
  • Ensure compliance with applicable statutory requirements, including:
    • Building and Other Construction Workers (BOCW) Act & Rules
    • Electricity Act & CEA Safety Regulations
    • Environment Protection Act
    • Applicable State Labour Regulations
    • Client-specific EHS standards
  • Maintain statutory registers, permits, inspection records, and legal documentation.
  • Ensure compliance with PPE, emergency preparedness, and safety procedures.

2. Construction Safety Management

  • Monitor all civil, structural, mechanical, and electrical construction activities.
  • Ensure safe execution of:
    • Excavation work
    • Reinforcement and shuttering
    • Structural steel erection
    • Equipment installation
    • Mechanical erection
    • Solar module installation
    • Inverter installation
    • Cable laying
    • Stringing activities
  • Conduct routine safety surveillance across the project site.

3. High-Risk Activity Management

Supervise and monitor all critical activities including:

  • Work at Height
  • Electrical Works
  • Lifting Operations
  • Hot Work
  • Confined Space Entry
  • Excavation Activities
  • Energization Activities

Review and approve:

  • Lifting Plans
  • Crane Selection
  • Load Charts
  • Rigging Arrangements
  • Lifting Accessories Inspection
  • Critical Lift Documentation

Ensure safe operation of:

  • Mobile Cranes
  • Crawler Cranes
  • Hydra Cranes
  • Boom Lifts
  • Scissor Lifts
  • Forklifts

4. Electrical Safety

Ensure implementation of electrical safety practices including:

  • Lockout Tagout (LOTO)
  • Isolation Procedures
  • Earthing & Grounding Verification
  • Temporary Electrical Installation Safety
  • Electrical Permit System
  • Cable Management
  • Energization Safety

Monitor installation of:

  • Solar PV Modules
  • Inverters
  • HT/LT Panels
  • Transformers
  • Switchgear
  • Underground Cables

5. Risk Assessment & Permit-to-Work (PTW)

  • Conduct Hazard Identification & Risk Assessment (HIRA).
  • Prepare and review:
    • Job Safety Analysis (JSA)
    • Method Statements
    • Risk Assessments
    • Safe Work Procedures
  • Administer the Permit-to-Work system for:
    • Hot Work
    • Height Work
    • Excavation
    • Electrical Isolation
    • Confined Space Entry
    • Lifting Activities

6. Site Inspection & Audits

  • Conduct daily site safety inspections.
  • Identify unsafe acts and unsafe conditions.
  • Recommend immediate corrective actions.
  • Perform contractor safety inspections.
  • Conduct weekly and monthly compliance audits.
  • Track closure of audit observations.
  • Prepare inspection reports with photographic evidence.

7. Contractor Safety Management

  • Monitor contractor compliance with project HSE requirements.
  • Conduct contractor safety orientation.
  • Verify competency certificates of operators and workmen.
  • Review manpower deployment.
  • Monitor PPE compliance.
  • Evaluate contractor safety performance.

8. Incident Investigation

  • Investigate incidents, near misses, dangerous occurrences, and property damage.
  • Conduct Root Cause Analysis (RCA).
  • Prepare detailed investigation reports.
  • Develop Corrective and Preventive Action (CAPA) plans.
  • Monitor implementation and effectiveness of CAPA.

9. Training & Safety Awareness

Conduct:

  • Safety Induction Programmes
  • Daily Toolbox Talks
  • Weekly Safety Meetings
  • Special Safety Campaigns
  • Emergency Response Drills
  • Task-Specific Safety Training

Promote proactive safety culture across the workforce.

10. Documentation & Reporting

Prepare and maintain:

  • Daily HSE Reports
  • Weekly Progress Reports
  • Monthly HSE Reports
  • Incident Statistics
  • Leading & Lagging Indicators
  • PTW Records
  • Inspection Checklists
  • HIRA & JSA Records
  • Training Records
  • Compliance Registers

Required Qualification

Mandatory

  • Advanced Diploma in Industrial Safety (ADIS) from a recognized institution.
  • Minimum 4-5 years of relevant experience in construction EHS.

Preferred

  • Degree/Diploma in Engineering (Mechanical/Electrical/Civil) or Science.
  • Experience in Solar, Wind, Hybrid, or Renewable Energy projects.

Experience Required

  • 5–10 Years
