Project: 370-bed hospital development

Employment Type: Full-time

Purpose of the Role

The Safety Officer is responsible for planning, implementing, and monitoring all occupational health and safety measures at the Ludhiana hospital construction site, ensuring full compliance with the Building and Other Construction Workers (BOCW) Act, 1996, the Punjab Factories Rules, and other applicable labour and safety legislation. The role is critical given the scale of the project, the number of contractors and trades working concurrently, and the heightened safety standards expected on a healthcare facility build.


Key Responsibilities

  • Prepare and implement the Site Safety Plan, including risk assessments, method statements, and emergency response procedures.
  • Ensure BOCW registration is current and that welfare cess, worker registration, and statutory records are maintained.
  • Conduct daily site safety inspections and toolbox talks; identify and close out hazards before work proceeds.
  • Oversee PPE issuance and compliance (helmets, harnesses, gloves, footwear) across all contractor and sub-contractor crews.
  • Run mandatory safety induction training for every worker before site entry, and periodic refresher sessions.
  • Maintain accident/incident registers, investigate near-misses and accidents, and file statutory notices as required under the Act.
  • Coordinate with the Chief Inspector / Inspector-General's office and labour department for inspections and audits.
  • Monitor high-risk activities specific to hospital construction: working at height, scaffolding, crane and hoist operations, electrical work, and MEP installation liaising directly with Acrobat Engineers' site teams where MEP safety interfaces are involved.
  • Track workforce headcount against statutory thresholds (10+ workers for BOCW registration; 500+ workers for mandatory safety officer scale-up) and flag when additional safety officers are required.
  • Report safety KPIs and incidents weekly to the Project Head and CMD.

Qualifications & Statutory Eligibility

  • Diploma or Degree in Industrial Safety / Fire & Safety Engineering, or a Bachelor's in Engineering (Civil/Mechanical/Electrical) with a recognised Advanced Diploma in Industrial Safety as prescribed under BOCW Central Rules eligibility norms.
  • Minimum 58 years' experience as a Safety Officer on large construction sites (commercial, residential, or healthcare); hospital or institutional project experience preferred.
  • Working knowledge of BOCW Act 1996, Factories Act 1948, NBC 2016 fire & life safety norms, and Punjab-specific labour compliance.
  • NEBOSH / IOSH certification is a strong advantage.
  • Physically fit for regular site walks, including working-at-height inspections.
