Job Description

The QS is responsible for managing all cost-related aspects of civil construction projects, ensuring effective budget control, contract administration, and financial management from project initiation to completion. The role involves overseeing billing, cost estimation, procurement coordination, and ensuring profitability while maintaining compliance with contractual obligations.


Key Responsibilities

1. Cost Planning & Estimation

  • Prepare detailed project cost estimates and budgets.
  • Review drawings, BOQs, and specifications for cost accuracy.
  • Conduct feasibility studies and cost analysis.

2. Billing & Revenue Management

  • Oversee client billing (RA bills, final bills).
  • Ensure timely certification and payment follow-ups.
  • Monitor cash flow and revenue projections.

3. Contract Administration

  • Draft, review, and manage contracts and subcontracts.
  • Interpret contractual clauses and ensure compliance.
  • Handle variations, claims, and change orders.

4. Cost Control & Monitoring

  • Track project costs vs. budget and identify deviations.
  • Implement cost-saving strategies without compromising quality.
  • Prepare periodic cost reports and MIS.

5. Vendor & Subcontractor Management

  • Evaluate and finalize subcontractors/vendors.
  • Verify subcontractor bills and payments.
  • Ensure adherence to contractual terms.

6. Claims & Dispute Management

  • Prepare and manage delay claims, escalation claims, and EOT (Extension of Time).
  • Handle disputes with clients or subcontractors.

7. Team Management

  • Lead and guide QS engineers and billing teams.
  • Allocate responsibilities and monitor performance.

8. Coordination

  • Coordinate with project managers, site engineers, and finance teams.
  • Ensure alignment between execution and commercial aspects.


Key Skills Required :

1. Strong knowledge of BOQ, rate analysis, and estimation

2. Expertise in contract management (FIDIC/standard contracts preferred)

3. Financial and commercial acumen

4. Negotiation and analytical skills

Proficiency in MS Excel, ERP systems, and billing software

Good communication and leadership skills
