Principal Environment Expert (Chief Construction Environment Expert)

About the Role

We are seeking an experienced Principal Environment Expert (Chief Construction Environment Expert) to lead environmental management, compliance, monitoring, and sustainability initiatives for a prestigious Metro Rail Project in Delhi. The role requires a seasoned environmental professional with extensive experience in metro, rail, transportation, or other large-scale infrastructure projects, including international exposure and PMC/General Consultant experience.

The selected candidate will act as the Environmental Subject Matter Expert (SME), ensuring compliance with JICA guidelines, statutory requirements, environmental impact assessment standards, and project-specific environmental management obligations.


Key Responsibilities

Environmental Strategy & Compliance

  • Lead and manage the Environmental Team deployed at the project office.
  • Review Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) reports and recommend improvements aligned with JICA and statutory requirements.
  • Prepare, review, and update environmental management documentation as required.
  • Ensure project compliance with environmental regulations, permits, approvals, and contractual obligations.

Environmental Monitoring & Reporting

  • Develop and implement Environmental Monitoring Plans and monitoring mechanisms in line with JICA guidelines.
  • Monitor environmental performance across project construction sites.
  • Prepare environmental compliance reports, monitoring reports, and corrective action recommendations.
  • Conduct audits and inspections to ensure environmental compliance throughout project execution.

Stakeholder Coordination

  • Support and interface with JICA's external Environmental Impact Assessment Committee.
  • Coordinate with DMRC, regulatory agencies, contractors, consultants, and other stakeholders regarding environmental matters.
  • Facilitate environmental approvals, clearances, and compliance submissions.

Construction Environmental Management

  • Monitor contractor compliance with environmental, health, safety, and sustainability requirements.
  • Review and recommend mitigation measures for environmental risks.
  • Evaluate environmental implications of design and construction activities.
  • Review environmental impacts arising from project changes and statutory directives.

Commercial & Technical Advisory

  • Assess cost implications of environmental compliance requirements and regulatory directions.
  • Advise project stakeholders on environmental risk mitigation strategies.
  • Support procurement teams in identifying and evaluating environmentally compliant manufacturers and suppliers.

Mandatory Qualifications

Educational Qualification

  • Bachelor's Degree in Environmental Engineering, Environmental Science, Civil Engineering, or related discipline.
  • Master's Degree in Environmental Engineering, Environmental Science, Environmental Management, or equivalent.

Experience Requirements

  • Minimum 20 years of overall experience in Environmental Management.
  • Extensive experience in Metro Rail, Railway, Transportation, or Large Infrastructure Projects.
  • Minimum 5 years of international project experience in a similar role.
  • Mandatory experience working with PMC (Project Management Consultant) and/or General Consultant (GC) on Metro/Rail Projects.
  • Strong experience in EIA, SIA, Environmental Monitoring, Regulatory Compliance, Environmental Audits, and Construction Environmental Management.
  • Experience working on projects funded by international agencies such as JICA, World Bank, ADB, AIIB, etc. will be highly preferred.
