Scope of Work / Key Responsibilities

The PMU Lead is the single-point accountable head of the eight-member PMU, providing engagement leadership, governance, prioritisation and the implementation roadmap for the AI use-case assessment at DJB. The role is highly stakeholder-facing, requiring the ability to work across DJB's departments and field units to secure information and decisions.

Responsibilities will include:

• Leading the PMU and providing single-point accountability to DJB and NeGD across all workstreams
• Establishing and maintaining senior working relationships across DJB's departments, zones and field units to secure cooperation, information and timely decisions
• Owning the assessment plan, stakeholder map, data-request list and the governance cadence (steering, working and fortnightly reviews)
• Driving the impact-vs-feasibility prioritisation and consolidated scoring across the identified use cases
• Owning the institutional, technical and capacity-building model that enables DJB to implement the prioritised use cases in-house
• Owning the implementation roadmap and high-level cost / effort indication, and coordinating RFQ inputs / drafts for procurement by DJB
• Managing risks, escalations and DJB sign-offs, and presenting the executive readout to DJB leadership

Qualifications & Experience

• Graduate / postgraduate in engineering, technology, management or a related discipline
• Track record of leading e-Governance / digital-transformation programmes in the government / public sector, deployed at Project Manager level per the RFE
• Proven ability to navigate large, multi-department organisations and drive cross-functional cooperation, with strong senior-stakeholder-management skills

Desirable Skills

• PMP / PRINCE2 certification
• Experience with AI or digital-transformation initiatives; familiarity with GFR and government procurement
• Resourceful and persuasive in securing stakeholder buy-in and timely inputs
