Job Description
Job Objective / Purpose
To lead, standardize, and continuously improve HR operations across corporate and project
sites, ensuring compliance, manpower availability, optimized HR processes, employee
lifecycle management, and high-quality HR service delivery aligned with organizational
growth plans. The role encompasses end-to-end recruitment management, strategic
manpower budgeting, payroll and statutory compliance, HRIS and digital transformation, site
HR coordination, and implementation of HR policies and processes.
Key Responsibilities
1. HR Operations & Process Governance
• Lead and manage end-to-end HR operations across corporate and multiple project
sites.
• Design, standardize, and continuously improve HR SOPs, workflows, and service
delivery models.
• Ensure seamless execution of employee lifecycle processes: on-boarding,
confirmation, transfers, promotions, separations, and full & final settlements.
• Drive process efficiency, reduce manual interventions, and ensure SLA-based HR
service delivery.
2. Talent Acquisition & Recruitment Management
• Lead end-to-end recruitment for corporate, project, engineering, site, and support
functions.
• Prepare and monitor strategic manpower plans and hiring budgets aligned with
project schedules and business forecasts.
• Build robust sourcing pipelines through consultants, referrals, job portals, campus
hiring, and local site hiring channels.
• Track recruitment metrics such as TAT, cost per hire, quality of hire, and offer-to-join
ratios.
• Implement recruitment technology tools, ATS, and data-driven hiring dashboards.
3. Manpower Planning & Budgeting
• Develop annual and project-wise manpower budgets in coordination with Projects,
Planning, and Finance.
• Monitor manpower costs, deployment efficiency, and productivity ratios across sites.
• Ensure timely mobilization and demobilization of manpower as per project lifecycle.
• Control attrition risks in critical and site-based roles.
4. Payroll Management & Statutory Compliance
• Oversee monthly payroll processing ensuring accuracy, timeliness, and
confidentiality.
• Ensure 100% statutory compliance under PF, ESIC, CLRA, BOCW, Minimum
Wages, Payment of Wages, Gratuity, Bonus, and other applicable labour laws.
• Coordinate statutory audits, labour inspections, and compliance reporting across
states.
• Manage contract labour compliance, vendor documentation, and labour license
requirements.
5. HRIS & Digital Transformation
• Lead implementation, stabilization, and optimization of HRMS/HRIS platforms.
• Ensure accurate and real-time HR data for manpower, payroll, attendance, leave, and
compliance.
• Develop HR dashboards and MIS for leadership on manpower, attrition, cost, and site
HR performance.
• Drive digitization of HR records, employee self-service, and automation initiatives.
6. HR Policies, Systems & Controls
• Draft, review, and implement HR policies aligned with labour laws and business
needs.
• Ensure policy awareness, communication, and adherence across all locations.
• Periodically review policies to address operational challenges and statutory updates.
7. Employee Engagement & Employee Relations
• Drive engagement initiatives across corporate and project sites.
• Handle employee grievances, disciplinary cases, and IR matters with minimal
business disruption.
• Support leadership in maintaining a positive work culture and employee relations
environment.
8. Reporting & Analytics
• Present monthly HR dashboards covering manpower, recruitment, attrition, payroll,
and compliance.
• Provide insights and recommendations to leadership for workforce optimization and
cost control.
• Support internal and external audits with data, reports, and corrective action plans.
9. Site HR Coordination & Governance
• Lead and guide Site HR Managers/Executives to ensure uniform policy and process
implementation.
• Conduct periodic site HR audits covering compliance, payroll, documentation, and
employee welfare.
• Support site teams in handling employee relations, discipline, and grievance
management.
• Ensure workforce welfare facilities (canteen, accommodation, medical, hygiene) are
compliant with statutory and company standards.
Qualifications & Experience
• Education: MBA / PGDM in HR / Personnel Management / Industrial Relations
• Experience:
- Minimum 15-20 years of progressive HR experience
- Minimum 68 years in HR Operations leadership within Building
Construction / Infrastructure / Real Estate
• Strong exposure to multi-site, multi-state HR operations
