Job Description

  • Purpose of the Role
  • To manage the organization's legal, statutory, and regulatory affairs and act as the primary liaison with Pollution Control Boards, Oil Marketing Companies (OMCs), government departments, and private stakeholders — ensuring full legal compliance, timely approvals/clearances, subsidy recovery, and protection of the organization's interests in all legal and administrative matters.
  • Key Roles & Responsibilities
  • 1. Legal Affairs & Case Filing
  • • Draft and review agreements/contracts — ethanol supply with OMCs, power purchase/Sale, vendor, transport, and lease/land agreements
  • • Coordinate with external legal counsel on litigation — civil, labour, land, excise, GST, and consumer matters
  • • File cases and follow up with legal authorities/courts/tribunals — writs, appeals, replies to show-cause notices, affidavits; track cause lists and hearing dates across Civil Court, High Court, Labour Court, NGT, and Consumer Forum
  • • Ensure compliance under Sugar Cess Act, Essential Commodities Act, Sugarcane (Control) Order, Factories Act, and Industrial Disputes Act
  • • Maintain a legal case register with status, next hearing date, responsible advocate, and cost tracking
  • 2. Pollution Control Board (PCB) & Environmental Clearance Liaison
  • • Obtain and renew Consent to Establish (CTE) and Consent to Operate (CTO) under Water Act, Air Act, and Hazardous Waste Rules
  • • Prepare and file Environmental Clearance (EC)/expansion clearance applications with SEIAA/MoEFCC; coordinate EIA studies and public hearings
  • • Manage ETP, boiler emission, spent-wash, and press-mud compliance; handle CGWA (groundwater extraction) approvals
  • • Handle inspections, respond to notices/penalties, and maintain a clearance renewal calendar
  • 3. Ethanol / OMC Liaison
  • • Manage ethanol supply agreements, EOI/tender participation, rate contracts, and lifting schedules with IOCL/BPCL/HPCL
  • • Liaise with Ministry of Petroleum & Natural Gas, DFPD, and NSI for EBP (Ethanol Blended Petrol) programme compliance
  • • Handle distillery licensing, excise permits, and molasses-diversion approvals
  • 4. Subsidy & Incentive-Related Work
  • • Identify, apply for, and follow up on applicable Central & State subsidies/incentives — cane price subsidy, buffer stock subsidy, export incentive (MIEQ), soft loan schemes, interest subvention on distillery expansion, cogeneration incentives, and State industrial policy incentives (SGST reimbursement, capital subsidy, electricity duty exemption)
  • • Prepare and submit subsidy claim documentation and utilization certificates; reconcile with Sugar Directorate/DFPD/State Industries Department
  • • Track disbursement status and escalate delays with concerned departments
  • • Maintain a subsidy claim MIS for management review
  • 5. Approvals & Statutory Clearances
  • • Obtain/renew all statutory licenses — Factory License, Boiler License, Excise License, Weights & Measures, Fire NOC, Electrical Inspectorate approval, Explosives License (ethanol storage), FSSAI (if applicable)
  • • Coordinate multi-department approvals for new projects (distillery/cogen expansion) via single-window clearance liaison with the State Industrial Development Corporation
  • • Maintain a master license/approval tracker with validity and renewal timelines
  • 6. Government & Private Liaison
  • • Liaise with Excise Department, Cane Commissioner, District Administration, Labour Department, DISCOM/Electricity Board, and banks/financial institutions
  • • Represent the company at ISMA/state sugar federation meetings and industry consultations
  • • Manage vendor, transporter, and contractor relations on legal/commercial terms
  • 7. Correspondence, Documentation & Meetings
  • • Draft official letters, representations, replies to notices, and subsidy/claim applications
  • • Prepare minutes of meetings (MOM), compliance calendars, and follow-up trackers
  • • Attend and confidently represent the company in meetings with regulators, OMCs, and government bodies; negotiate and report outcomes to management
