Job Description Job Purpose:
The Data Analyst is a deputed position within the State Data Authority (SDA) of Uttar Pradesh, based at the State Transformation Commission (STC), Lucknow. The role supports the Data Governance Lead and Bharti Institute s technical advisory team in building and maintaining the analytical base for the SDA. The Data Analyst will be responsible for conducting the Departmental Readiness Assessment, supporting dataset registration and metadata quality assurance, analysing compliance data from the Registry platform, and producing the Compliance Baseline Report. The role bridges between the Data Governance Lead, fellows, and the departmental Data Stewards for data gathering needs and assessment.
Job Outline: The Data Analyst will carry out the following key activities:
- Departmental Readiness Assessment: Design and conduct the stakeholder mapping and Readiness Assessment in Q1, covering data maturity, IT infrastructure, and governance readiness across priority departments of the Government of Uttar Pradesh.
- Dataset Registration Support: Support departmental Data Stewards and Data Governance Fellows in completing metadata registration; review submissions for completeness and quality; flag gaps and inconsistencies to the Data Governance Lead.
- Compliance Analysis: Analyse data and produce regular compliance status reports for the Data Governance Lead and Governance Council highlighting registration rates and classification coverage. Lead the production of the Year 1 baseline report in Q4, dataset registrations, classification coverage, and DPDP Act alignment across all onboarded departments.
- Training & Capacity Building Support: Assist in developing training materials and data exercises for departmental Data Stewards. Support delivery of ISB Workshop Batch 1 and Batch 2 with practical data components.
- Documentation & Reporting: Maintain accurate records of onboarding progress, dataset counts, and compliance metrics; produce monthly progress reports for the Data Governance Lead and Policy Director at Bharti Institute.
- Bachelor s or Master s degree in Statistics, Economics, Data Science, Public Policy, or related field
- Understanding of data governance principles and government data management practices
- Awareness of the DPDP Act, 2023 and its implications for public sector data is an advantage
- Proficiency in data analysis using Excel, Python, or R
- Ability to design and administer surveys and assessment frameworks
- Data visualisation and reporting skills (dashboards, charts, written reports)
- Strong written communication in English and Hindi
- Ability to work with non-technical government staff to gather and validate information
- 2-5 years of experience in data analysis, research, or monitoring and evaluation
- Prior experience in government data projects, e-governance, or public sector assessments is preferred
- Experience with compliance reporting, programme monitoring, or audit is an advantage
