Job Description

We are currently looking for an experienced professional to join our team as Communications Manager . This position will join UMC s team to support the Deendayal Antyodaya Yojana National Urban Livelihoods Mission or the Mission , of the Ministry of Housing and Urban Affairs (MoHUA).

Review current approaches, tools and methods used for communication and branding by the Mission and recommend an overhaul/ gradual amendments to make the outreach and awareness efforts effective and sustainable. Develop branding and communication strategies for the Mission and develop action plans for states and cities to implement the communications strategy. The strategy must target increasing awareness of the urban poor especially, women, towards the provisions of the Mission and other poverty alleviation and livelihood schemes across the country. This will also include increasing awareness among the beneficiaries about banking, digital finance and micro-credit options available for enterprise creation and livelihoods promotion. Develop an impact evaluation framework in consultation with the teammates to assess the effectiveness of various types of engagement with the target audience and stakeholders. Prepare financial outlays, review annual action plans of the Mission and ensure adequate budget allocation for communications and branding. Study similar efforts globally and incorporate lessons in the Mission. Assist the capacity building and community engagement teammates to develop training programs, modules and material on capacity building efforts and community engagement under the Mission. Coordinate component-specific inputs and expertise from the client, donors, UMC head office and partners in a collaborative fashion. Qualifications and skills: - An advanced degree (Masters or equivalent) in mass communication, journalism, development communication, or related fields.
Minimum, 10 years of relevant experience after postgraduation. Minimum of 2 years working experience in a ministry of the national government, or a department of a state government will be an added advantage Strong expertise in communications for national/ state/ local governments on their welfare and development schemes/ missions/ programs and related activities. Knowledge of relevant context, issues of livelihood development and urban poverty Maturity and confidence to deal with the staff of government institutions and communities. Displays sensitivity and inclusiveness for all cultures, genders, religions, races, nationalities and ages. Excellent coordination skills and result-oriented collaboration with colleagues Excellent communication (both oral and written) in English and Hindi. Knowledge of additional languages would be an asset. Computer proficiency, especially related to professional office software packages (Microsoft Office) Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of case studies and progress reports. Willingness to travel within India and outside India on a need basis
