BUYER O&M

Purpose/Objective

To manage the procurement of Operations & Maintenance (O&M) materials, spares, consumables, and services required for smooth plant operations. The role is responsible for strategic sourcing, techno-commercial evaluation, vendor management, negotiation, and timely procurement while ensuring cost optimization and adherence to organizational procurement policies.

Key Responsibilities of Role

Procurement & Sourcing - Handle end-to-end procurement of O&M materials, spares, consumables, and services. - Ensure timely procurement of mechanical, electrical, instrumentation, and operational requirements. - Prepare RFQs, floating enquiries, bid analysis, and purchase orders. - Monitor material delivery schedules and expedite critical requirements. Techno-Commercial Evaluation - Conduct techno-commercial evaluations of vendor quotations. - Prepare comparative statements and procurement recommendations. - Negotiate pricing, payment terms, delivery schedules, and contractual conditions. - Ensure procurement decisions meet technical specifications and commercial objectives. Vendor Management - Identify, evaluate, and develop new suppliers. - Maintain strong relationships with existing vendors. - Monitor vendor performance in terms of quality, cost, and delivery. - Develop alternate sources to minimize procurement risks. Contract & Commercial Management - Support execution and monitoring of rate contracts and service agreements. - Ensure compliance with procurement policies and contractual obligations. - Resolve commercial issues related to suppliers and contractors. Cost Optimization - Drive procurement savings through strategic sourcing and negotiations. - Identify opportunities for cost reduction and value engineering. - Support annual budgeting and procurement planning activities. Inventory Coordination - Coordinate with Stores and Maintenance teams for inventory management. - Monitor critical spares availability and inventory levels. - Assist in reducing slow-moving and non-moving inventory. Compliance & System Management - Ensure procurement activities comply with company policies and procedures. - Maintain procurement records and documentation for audits. - Process procurement transactions through ERP/SAP/Oracle systems. - Support internal and external audit requirements.

Qualifications and Experience

Educational Qualification - B. E. /B. Tech in Mechanical, Electrical, Instrumentation, Production Engineering, or equivalent. - MBA/PGDM in Supply Chain, Materials Management, or Operations preferred. Experience - 8-12 years of experience in Procurement, Techno Commercial, Supply Chain, or Materials Management. - Experience in Cement, Mining, Power, Steel, Manufacturing, or Process Industry preferred. - Hands-on experience in procurement of O&M spares, consumables, maintenance services, and plant equipment.
