Role & responsibilities
The Lead Talent Advisor Global Recruitment Marketing serves as a strategic Talent Advisor responsible for shaping and executing a globally aligned recruitment marketing strategy across regions and talent segments. This role partners closely with regional HR and Talent Acquisition leaders to design localized go to market strategies grounded in market intelligence, talent supply/demand data, and regional candidate behaviorwhile maintaining a consistent global employer brand.
This role operates at the intersection of global strategy and local execution, ensuring recruitment marketing approaches are data driven, market relevant, and scalable across geographies.
Global Scope & Operating Model
• Acts as a global center of expertise (COE) partner for recruitment marketing, supporting multiple regions and talent markets.
• Works in close partnership with regional HR, TA, and business stakeholders to translate global attraction strategies into localized GTM plans.
• Leverages global and regional labor market insights to inform workforce planning, talent segmentation, and channel strategy decisions.
• Balances global consistency with regional nuance, ensuring messaging, channels, and campaigns resonate within local labor markets while reinforcing Lumen’s global employer brand.
Core Responsibilities
• Serve as a trusted talent advisor to regional HR and TA leaders, providing guidance on recruitment marketing strategies aligned to regional hiring priorities and labor market conditions.
• Develop and execute regionally informed go to market recruitment marketing plans, using market data, talent insights, and candidate behavior trends.
• Analyze global and regional labor market data (supply/demand, skills availability, competitor activity, channel effectiveness) to shape attraction strategies and investment decisions.
• Partner with regional stakeholders to localize employer branding, campaigns, and messaging while ensuring alignment with global brand standards and values.
• Advise on optimal sourcing and marketing channels by region, adjusting strategies based on performance data, cost efficiency, and talent outcomes.
• Collaborate with recruiters and regional teams to optimize SEO, job visibility, and digital presence in diverse global markets.
• Measure and report on recruitment marketing effectiveness across regions, translating insights into continuous improvement and scalable best practices.
• Lead cross functional initiatives that span regions, cultures, and time zones, ensuring strong change management and stakeholder alignment.
Enhanced Skillsets & Capabilities
• Demonstrated experience advising stakeholders across multiple regions or global markets.
• Strong understanding of global labor market dynamics, regional hiring challenges, and cultural considerations in talent attraction.
• Ability to translate global strategies into regionally relevant execution plans.
Data & Market Intelligence
• Proven experience leveraging market data, talent intelligence, and analytics to inform recruitment marketing and GTM decisions.
• Comfort interpreting regional performance metrics and using insights to influence senior HR and TA leaders.
Recruitment Marketing Expertise
• Deep expertise in recruitment marketing, employer branding, digital campaigns, and channel optimization across diverse markets.
• Experience designing scalable frameworks that allow for regional customization.
What We Look For in a Candidate
• Bachelor’s degree in Business Administration, Marketing, Journalism, or other equivalent experience. Master’s degree preferred.
• Experience in product marketing, recruitment marketing, employment branding, strategic marketing, and/or corporate brand marketing. Experience in product, program and/or services marketing preferred.
• Experience building and executing a holistic recruitment marketing plan.
• Demonstrated success in utilizing all types of marketing, advertising, and digital experiences to build top of the funnel volume for talent pipelines.
• Demonstrated experience with market research and data analysis utilizing metrics to influence and drive decisions.
• Highly proficient in content creation and content marketing.
• Highly proficient in project management and the ability to manage multiple projects. simultaneously as well as lead cross-functional teams.
• Demonstrated knowledge and implementation of marketing automation, analytics tools, and social media tools.
• Ability to influence and partner at all levels of the organization to drive execution of plans.
• Proficient in Adobe Creative Cloud programs and the Microsoft Suite, particularly PowerPoint. Excellent written and oral communication and presentation skills.
• 4+ years’ experience in Talent Acquisition preferred.
• Ability to drive results, be agile, and meet tight deadlines.
