Job Description

Department: Procurement & Assurance
Reporting To: Senior Manager Procurements & Assurance

Role Overview:

The Assistant Manager Procurement is responsible for managing end-to-end procurement functions for construction, infrastructure, and CSR projects. The role involves planning, sourcing, vendor development, commercial evaluation, negotiations, contract and PO management, and close coordination with internal stakeholders to ensure timely, cost-effective, and compliant procurement. The position plays a critical role in ensuring value for money, quality assurance, donor/CSR compliance, and audit readiness across projects.

Key Roles & Responsibilities
1. Project & Procurement Planning
Prepare, maintain, and regularly update procurement plans and trackers aligned with project schedules.
Coordinate closely with project teams to understand BOQs, technical specifications, drawings, and timelines.
Align procurement activities with approved budgets, CSR guidelines, and donor requirements.
Support project teams in cost estimation, rate analysis, and procurement budgeting during planning and execution stages.
2. Sourcing & Vendor Development
Identify, evaluate, empanel, and onboard local, regional, and national vendors for construction materials, civil works, MEP works, and project-related services.
Float RFQs/RFPs/EOIs as per procurement policies and prepare Comparative Bid Analysis (CBA).
Conduct vendor meetings, technical discussions, site visits, sample/product evaluations, and due diligence checks.
Build and maintain a robust, reliable vendor database suitable for CSR and infrastructure projects across multiple locations.
3. Commercial Evaluation & Negotiation
Analyse bids and quotations based on cost, technical compliance, quality standards, delivery timelines, and risk parameters.
Lead and support commercial negotiations, including pricing, payment terms, credit periods, warranties, and delivery schedules.
Finalise commercial terms in coordination with project, finance, and management teams.
Ensure procurement decisions deliver value for money while adhering to CSR objectives and ethical procurement practices.
4. Contract, PO & Documentation Management
Prepare, issue, track, and manage Purchase Orders (POs), Work Orders (WOs), and Rate Contracts.
Review and monitor vendor contracts, service agreements, and work contracts in coordination with legal and management.
Ensure all procurement documentation complies with internal policies, donor guidelines, CSR norms, and statutory requirements.
Maintain complete procurement records including RFQs, CBAs, approvals, contracts, invoices, compliance certificates, and vendor documents.
5. Audit, Compliance & Risk Management
Ensure procurement processes are audit-ready at all times.
Support internal, statutory, and third-party audits by providing accurate and complete documentation.
Coordinate with auditors and internal teams to address and close audit observations within defined timelines.
Adhere to ethical procurement standards, conflict-of-interest policies, and transparency requirements.
6. Stakeholder & Internal Coordination
Act as a single point of contact for procurement-related requirements for assigned projects.
Maintain effective coordination with project teams, CSR teams, finance, accounts, legal, and management.
Provide regular procurement MIS, status updates, and reports to management.
Support smooth execution of projects by resolving procurement-related issues proactively.

Required Skills & Competencies

  • Strong understanding of construction and project-based procurement
  • Sound knowledge of BOQs, civil materials, works contracts, and service agreements
  • Proficiency in MS Excel / MS Office (CBAs, trackers, MIS, dashboards)
  • Strong negotiation, vendor management, and commercial acumen
  • Excellent coordination, communication, and stakeholder management skills
  • High level of integrity, compliance awareness, and attention to detail.

Qualifications & Experience
  • Bachelors degree in Engineering (Civil) / Commerce / Supply Chain / Business Management or related field
  • Minimum 7-10 years of relevant experience in construction, infrastructure, or CSR project procurement
  • Prior experience in handling CSR-funded, donor-funded, or development sector projects is preferred.


Preferred Attributes

  • Experience working with NGOs, CSR foundations, and private limited companies
  • Ability to manage multiple sites, vendors, and parallel projects
  • Willingness for field visits and site-level coordination
  • Strong problem-solving skills and ability to work under tight timelines
  • Kannada, English and Hindi fluency is must .
