Job Description
Purpose/Objective

This role is responsible for implementing Health, Safety, and Environmental (HSE) policies and practices within a specific geographical area.
This role involves ensuring compliance with safety standards, managing vendor safety performance, coordinating incident investigations, and fostering a safety-conscious culture within the designated area.
Key Responsibilities of Role
-
HSE In-Charge - GA - O3 Safety Management and Compliance: - Conduct pre-bid meetings to communicate fundamental HSE requirements and ensure contractor adherence.
- Utilize the Contractor Safety Management (CSM) portal for efficient engagement and qualification of contractors.
- Identify and categorize tasks or processes basis the degree of safety risks, outlining specific protocols and precautions.
- Develop criteria and standards to assess contractors' competence and compliance with safety regulations, ensuring alignment with organizational standards and objectives.
- Execute mock drills, emergency audits, and statutory compliance requirements as mandated by regulatory bodies.
Vendor Management and Recognition: - Implement a vendor qualification system to ensure vendors meet predetermined criteria for safety records, financial stability, and past performance.
- Develop leading and lagging indicators to measure proactive and reactive aspects of vendor performance, such as safety training completion rates and incident rates.
- Introduce rewards and recognition programs to incentivize compliance and excellence among vendors, offering incentives like bonus payments, commendations, or preferential treatment for future contracts.
Committee Organization and Oversight: - Establish and facilitate safety committees at various levels to uphold organizational safety standards.
- Supervise ISO certifications and facilitate both internal and external audits to ensure regulatory compliance.
Incident Management and Investigation: - Lead incident investigation teams, develop comprehensive recommendations, and oversee their implementation.
- Conduct thorough follow-ups to confirm the integration of recommendations and prevent recurrence.
- Disseminate timely alerts in case of any HSE incidents.
Event Coordination and Promotion: - Organize environmental and fire safety events to promote awareness and adherence to safety protocols.
- Facilitate and coordinate visits and interactions with VIP stakeholders and Promoters, ensuring a seamless and professional experience that aligns with organizational objectives.
Training and Competency Development: - Conduct HSE training and induction programs to foster a culture of safety among employees across all functions and contractors.
- Provide permit-to-work training.
Additionally, review technical and operational competencies and establish KRAs for ongoing assessments.

Qualifications and Experience

Educational Qualification: Bachelor's or Master's degree in Safety Engineering, Industrial Hygiene, or a related field.
Professional certifications in safety management are advantageous.
Work Experience: 3-4 years of experience in safety management, with extensive knowledge of safety regulations and best practices in the CGD sector.
Preferred Industry: Experience in industries such as gas, oil, petrochemicals, chemical manufacturing, or heavy industrial environments.
